Chambers County 911 & EMA is committed to enhancing the quality of life for every person entering or residing in Chambers County. This agency receives and processes 9-1-1 emergency calls, dispatches Police, Fire, and Emergency Medical Services in a prompt, efficient, courteous, and professional manner. Our mission is to help save lives, protect property, and assist the public, making Chambers County a safer community in which to live, work, and visit. This site is designed to provide information about emergency management, individual emergency preparedness, and our agency.
The Chambers County E 9-1-1 Communications Center is the public safety answering point for police, fire, emergency medical and emergency management services within Chambers County.
Our Mission is to:
- Serve as the communications contact point between the citizen and the public safety agencies;
- Accurate identification of the citizen’s location and public safety response needs;
- Fast and efficient activation of needed public safety services;
- Provide communications support and coordination for all county public safety and support agencies.
In carrying out our mission we recognize that service is our one and only product and our continuing goal is to provide it at a level superior to any other communications center. The source of our strength rests in our people who define and shape the organization through their individual and unique contributions developed in a spirit of cooperation and teamwork
Chambers County 911
The primary purposes of the Chambers County Emergency Management and Communication District are protection of property and saving of lives, enforcement of the laws of the State of Alabama and Ordinances relating to Chambers County. A successful communication center must gain and hold the respect and confidence of the public whom it serves. To accomplish this, each communications officer and employee of the Chambers County Emergency Management and Communication District must perform their duties in an efficient honest and businesslike manner.
Chambers County 911 is governed by the 911 Board of Commissioners (911 Board), which is comprised of seven members appointed by the Chambers County Commission in accordance with section 11-98-1 et seq of the code of Alabama and Resolutions adopted by the County Commission. The 911 Board is responsible for operations of the District as stated in the Code of Alabama section 11-98-1 et seq.
Before the State required mandatory training for Communications Officers, the Chambers County 911 Communications District had already implemented a set of required licenses, certificates, and registrations as part of their policy. Those and the current required trainings to become a certified dispatcher and a certified Emergency Communications District are as follows:

- Minimum training and competency standards to be completed during the probationary period
- General orientation lasting 24-40 hours
- 8-hour BCLS CPR course
- 24-hour APCO Public Safety Telecommunicator course
- 24 hours of continuing education training annually
- 24-hour APCO Emergency Medical Dispatch (EMD) course
- 16-hour NCIC certification course
- 2-hour TDD training course
- NIMS (National Incident Management System) courses 100, 200, 700, and 800
There is 1 PSAP (Public Safety Answering Points or 911 Centers) in Chambers County; Chambers County 911 Communications District. Cell phone calls are directed to this agency based on the location of the caller at the time of the call. All landline calls within Chambers County, including Valley residents, are directed to the Chambers County 911 Communications District. Valley land line calls are now routed to Chambers County 911 Communications District.
Chambers County 911 and Valley 911 are no longer separate by physical location. Both agencies are now consolidated to ensure that the citizens of Chambers County are served well by the consolidated 911 system.
Chambers County Emergency Management Agency
The primary mission of the Chambers County EMA is to reduce the loss of life and property, protect our community from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the Cities and unincorporated areas of Chambers County in a threat to risk-based, comprehensive system of preparedness, mitigation, protection, response and recovery.To ensure that Chambers County Emergency Management, the cities within the County, and the First Responders as a whole are prepared to respond in a timely manner and to effectively manage any incident, or response effort.
The mission of the Chambers County Emergency Management Agency during and after a disaster is to assist disaster victims with shelter, emergency supplies, and medical treatment and to assist first responders by providing whatever they need from equipment and supplies to extra man power. On a day-to-day basis, CCEMA works with Local Agencies and First Responders to create preparedness, response and recovery before a disaster strikes. Chambers County’s partnerships with neighboring counties are really important because typically what effects one County will likely have an impact on others. Chambers County EMA works to build partnerships and continue fostering relationships with Alabama Emergency Management Agency. A major disaster will require assistance from AEMA as well as federal agencies, therefore Chambers County EMA and AEMA meet & coordinate our efforts during non-disaster times. The overall mission of this agency is to ensure the safety of Chambers County residents, but it’s important that everyone understands they have a key role to play in this process and it starts with them being prepared.
It is our goal for this website to be informative,interactive and serve as tool kit to help you prepare for a possible disaster. We want to make sure the residents of Chambers County know what to do before, during and after a disaster strikes.
At all times you want to “Be Ready” and that means establishing a good communication plan, knowing your evacuation routes and where to seek safe refuge, as well as creating an emergency supply kit. We encourage citizens to have enough supplies available to sustain them for a minimum of 72 hours after an impact.

Chambers County Local Emergency Planning Committee (CCLEPC)
A Local Emergency Planning Committee (LEPC) is required for response to chemical hazards in over 3000 Federally designated Local Emergency Planning Districts. In Chambers County, this requirement is met by the Chambers County Local Emergency Planning Committee (CCLEPC).
The LEPC develops an emergency response plan about all possible chemical hazards in the community; reviews it annually and provides information about chemicals in the community to citizens. This plan is developed with stakeholder participation and is included as an annex to the Chambers County Emergency Operations Plan (EOP).
LEPC membership/stakeholders must include (at a minimum): elected officials; police, fire, emergency management and public health professionals; environment, transportation, and hospital officials; facility representatives and representatives from community groups and the media.
CHAMBERS COUNTY EMERGENCY RESPONSE TEAM (CERT) – A VOLUNTEER PROGRAM
Community Emergency Response Teams (CERTs) are helping to prepare our Nation 1 Community at a time.
Chambers County Emergency Management has gained much insight into our communities needs and vulnerabilities through its people and we are taking the necessary steps to prepare our community to help themselves, their families and neighbors by planning for the disaster BEFORE it happens through a Community Emergency Response Team Program, which has been made possible through the Department of Homeland Security Grants.
Do you know how to respond to hazards that may threaten you or a loved one? How will you react if faced with a fire, search and rescue need, or a medical emergency?
A small investment of time in a program offered by Chambers County EMA and made possible with instructors from many area fire departments and law enforcement agencies may help you save a life! CERT (Community Emergency Response Team) will teach participants basic disaster response skills such as fire safety, search and rescue, team organization, and disaster medical operations.
People of all ages and skill levels are welcome to attend the CERT training. Attendees 18 and older who successfully complete the course will become certified CERT members and will receive CERT backpacks filled with disaster supplies. Age 16 and older will receive certificates of completion.
What is CERT?
The Community Emergency Response Team (CERT) program helps train people to be better prepared to respond to emergency situations in their communities. When emergencies happen, CERT members can give critical support to first responders, provide immediate assistance to victims, and organize spontaneous volunteers at a disaster site. CERT members can also help with non-emergency projects that help improve the safety of the community.
Why take the CERT training?
People who go through CERT training have a better understanding of the potential threats to their home, workplace, and community and can take the right steps to lessen the effects of these hazards on themselves, their homes, or workplace. If a disaster happens that overwhelms local response capability, CERT members can apply the training learned in the classroom and during exercises to give critical support to their family, loved ones, and neighbors in their immediate area until help arrives.
